Magistrate is near the next ensuing Assize, in order to get a commitment in time. The result is, I believe I am right in say

-ing, that the cases come before the Attorney-General, a few days only before the trial, when it is often too late to do

anything to remedy mistakes.

I have recommended bi-monthly Assizes on

another ground, but the Secretary of State has objected to the change. As this has an important bearing on the subject which I am now dealing with, I think is right to draw Your Excellency's attention to this new aspect of the question.

On the general question, if Your Excellency should see fit to obtain the views of other officers upon it,

I venture to suggest that the late Attorney-General, Sir Henry Berkeley, might perhaps be able to give Your Excellency his experience of the way in which the present system works.
